Chapter 12: Host Nation Support
Local Contracting
1211. A distinction has to be made between HNS and local contracting. The latter is not based upon such formalized arrangements as HNS that always required the existence of a Status of Forces Agreement (SOFA). Local contracting represents an expedient means of satisfying logistic needs by
purchasing supplies and services directly from the local economy. Resources
obtained in this manner are referred to as "In Country
Resources" (ICR). HNS, on the other hand, represents a formal means
of securing support from a Host Nation government. The NATO Maintenance and Supply Agency (NAMSA) has excellent experience in the field of international local contracting.
