Chapter 12: Host Nation Support

Civil-Military Cooperation (CIMIC)


1212. A distinction should also be made between HNS and CIMIC. CIMIC consists of those measures undertaken between NATO Commanders and national authorities, civil and military, which concern the relationship between NATO forces and the national governments and civil populations in an area where these military forces are, or plan to be, stationed, supported or employed. Such measures also include cooperation between the Commanders of the NATO commanded forces and UN-Agencies, Non-Governmental Organizations (NGO), Private Volunteer Organizations (PVO) and other authorities. As such, CIMIC is significantly broader in scope than HNS, which has to do with the provision of specific logistic support to NATO forces by the host government.
