Major Milestones in NATO-Russia Relations

A chronology of important events


1991
20 December 1991 The North Atlantic Cooperation Council is inaugurated with the participation of 25 countries (the 16 NATO Allies and 9 C+EE countries). Russia becomes a founding member of NACC.

1992
24-25 Feb. 1992 Manfred Woerner, Secretary General of NATO visits Moscow.

April 1992 First Military Committee in Cooperation Session (MC/CS). The Russian Chief of General Staff is invited.


1993
February 1993 NATO Review publishes its first article by a Russian Foreign Minister - Andrei Kozyrev.

Spring 1993 SACEUR visits Moscow and agrees a specific cooperation programme with the Russian MOD setting in train activities for the remainder of the year.


1994
February 1994 The first supplement of the NATO Review in Russian is published.

24 May 1994 (16+1) Special meeting of NATO Defence Ministers with the Russian Defence Minister, General Grachev.

June 1994 Alliance Ministers agree during the NAC Ministerial in Istanbul to strengthen the Allied Contact Embassy in Moscow with two NATO information officers.

22 June 1994 (16+1) Russia signs the Partnership for Peace Framework Document.

22 June 1994 Agreement is reached on a "Summary of Conclusions" defining the main elements of an enhanced dialogue between NATO and Russia beyond NACC and PfP.

25 November 1994 First member of NATO's International Staff to reinforce NATO Contact Embassy in Moscow assumes his functions; NATO Information activities in Moscow begin.

1 December 1994 (16+1) NATO Foreign Ministers meet with Russian Foreign Minister Kozyrev.


1995
31 May 1995 (16+1) Russia formally accepts the Individual Partnership programme (IPP) and the "Areas on pursuance of broad, enhanced NATO-Russia dialogue and cooperation" in Noordwijk at a special meeting of NATO Foreign Ministers with Foreign Minister Kozyrev following the regular NATO Ministerial meeting.

17 July 1995 (16+1) Council meeting with Russia on the future development of NATO-Russia relations.

11 September 1995 (16+1) At the request of the Russian side, a meeting is held with Russia on the situation in Former Yugoslavia took place.

20 September 1995 (16+1) Council meeting with Russia on the implementation of the CFE Treaty.

14-21 October 1995 Colonel General Shevtsov and his team establish contacts with SACEUR at Mons on IFOR.

19 October 1995 (16+1) Council meets with Russia on Peace Implementation Planning in Bosnia.

28 November 1995 (16+1) NATO Defence Ministers meet with Russian Defence Minister Grachev.

6 December 1995 (16+1) NATO Foreign Ministers meet with Russian Foreign Minister Kozyrev.


1996
January 1996 Publication of the first Russian edition of the NATO Handbook.

13 January 1996 Beginning of deployment of Russian troops supporting IFOR in Bosnia.

13 March 1996 Russia signs IFOR Participation and Financial Agreements.

20-21 March 1996 Secretary General Javier Solana visits Moscow.

21 March 1996 A Memorandum of Understanding on Civil Emergency Cooperation between NATO and Russia is signed in Moscow.

1 April 1996 (16+1) Council meeting with Russia to assess the way ahead in NATO-Russia relations in the aftermath of Secretary General Solana's visit to Moscow.

10 May 1996 (16+1) Council meeting with Russia to discuss the latest situation in the IFOR and the CFE.

4 June 1996 (16+1) NAC Foreign Ministers' meeting with Russian Foreign Minister Primakov in Berlin on the margins of NAC/NACC Ministerial meetings.

14 June 1996 (16+1) NATO Defence Ministers meet with Russian Defence Minister Grachev.

19 September 1996 (16+1) Meeting of the Political Committee with Russia on Arms Control and Disarmament issues.

20 September 1996 Meeting of Secretary General Solana with Russian Foreign Minister Primakov in Vienna.

26 September 1996 (16+1) NATO Defence Ministers meet with Russian Defence Minister Rodionov in Bergen.

7 October 1996 Meeting of Secretary General Solana with the Russian Secretary of Security Council Alexander Lebed. (16+1) Informal Council meeting with Alexander Lebed.

10 December 1996 Meeting of Secretary General Solana with Foreign Minister Primakov.

11 December 1996 (16+1) NATO Foreign Ministers meet with Russian Foreign Minister Primakov on the margins of NAC/NACC Ministerial meetings.

18 December 1996 (16+1) NATO Defence Ministers meet with Russian Defence Minister Rodionov.

19-21 January 1997 First round of talks between Secretary General Solana and Russian Foreign Minister Primakov on a NATO-Russia Document in Moscow.

10 February 1997 Talks between NATO's Assistant Secretary General for Political Affairs (ASG/PA) and Deputy Foreign Minister Afanassievsky in Moscow.

23 February 1997 Second round of talks between Secretary General Solana and Russian Foreign Minister Primakov on a NATO-Russia Document in Brussels.

24 February 1997 Talks between ASG/PA and Deputy Foreign Minister Afanassievsky in Brussels.

9-10 March 1997 Third round of talks between Secretary General Solana and Russian Foreign Minister Primakov on a NATO-Russia Document in Moscow.

22-23 April 1997 Civil Emergency Planning Symposium and meeting of the SCEPC with Cooperation Partners in Moscow.

23-24 April 1997 Secretary of the Defence Council of the Russian Federation Yuri Baturin visits Brussels and Mons. Mr.Baturin meets with Secretary General Solana and participates in the "SHAPEX" exercise.

6 May 1997 Fifth round of talks between Secretary General Solana and Russian Foreign Minister Primakov on a NATO-Russia Document in Luxembourg.

13_14 May 1997 Final (sixth) round of talks between Secretary General Solana and Russian Foreign Minister Primakov on a NATO-Russia Document in Moscow.

14 May 1997 Agreement (ad referendum) between NATO and Russia on the "Founding Act on Mutual Relations, Cooperation and Security Between NATO and the Russian Federation".

16 May 1997 The North Atlantic Council approves the Founding Act.

27 May 1997 Signing of the "Founding Act on Mutual Relations, Cooperation and Security Between NATO and the Russian Federation" by the Secretary General of NATO and Heads of State and Government of NATO and the Russian President in Paris.
