Sarajevo - The second "Senior Non-Commissioned
Officers Council Meeting" was held at HQ SFOR 26 Sept. The purpose
of this meeting was to link and improve the communication between
the HQ Commandant (CMDT) and the soldiers within Camp Butmir.
Command Sgt. Maj. Maurice Starks, US, of the Office of the HQ CMDT
and British Regimental Sgt. Maj. James Makin, the Sites Manager of
the HQ Commandant chaired the meeting. The Office of the HQ Commandant
is responsible for life support, morale, health and welfare, discipline,
cleanliness, and the day-to-day administration of Camp Butmir. The
overall management of the camp is delegated to the Office of the Sites
Manager of the HQ Commandant.
All Sgt. Majors, 1st Sergeants and Senior Representative NCOs of all
nations were invited. This time, NCOs from 13 nations were present.
Lt. Gen. Michael L. Dodson, COMSFOR, showed his support by attending
part of the conference. Everybody got the chance to direct question
to the commander
Some rules of discipline, common in every army, were discussed. During
the meeting, Starks reminded the attendees of what is called "Discipline
in Ranks". For example, the wearing of headgear, no walking around
with hands in the pockets and no smoking while walking on camp.
Standing Orders for Camp Butmir and those concerning Morale, Welfare
and Activities (MWA) were also subjects of discussion.
