What really is the difference between IFOR and SFOR?

Excerpts from a press conference given by Gen Joulwan on Dec. 20 at the Coalition Press Information Centre, Holiday Inn, Sarajevo)

General Joulwan: When IFOR came in as an implementation force, we were a very heavy force, in terms of tanks, armoured personal carriers, 55-60,000 troops. We came in a very robust way to demonstrate that we were serious about carrying out the implementation of the Dayton Peace Agreement... what we are trying to do now is to get the civilian agencies the opportunity and the time to really get functional, operational. Municipal elections will hopefully be held and the road to peace will continue. That’s the difference between the IFOR and the SFOR mission.
