On the advice of the Military Committee, the North Atlantic Council agreed late in 2002 on the establishment of an award to civilian or military personnel in recognition of exceptional or otherwise remarkable. performance on the behalf of the Alliance outside of an operational context. The IS nominations were screened and agreed by a committee chaired by Assistant Secretary General of Executive Management, Mr. Juan M. Esperza. These are the first awards of the MSM.
