Local man shot in escalation of force incident

KABUL, Afghanistan - A local man was shot while riding his motorcycle towards International Security Assistance Force (ISAF) troops in Helmand Province, south west of Sangin on 26 March.

ISAF troops were tracking insurgents planting an Improvised Explosive Device (IED) on March 26 when two motorcyclists were seen watching them. Shortly afterwards, a single motorcyclist approached ISAF troops and despite warnings would not stop. Following standard ISAF escalation of force procedures, a single shot was fired which wounded the rider. The man was given immediate first aid and evacuated to Camp Bastion Hospital for medical treatment. At the hospital, it was discovered that the patient had a medical condition and was not an insurgent.

“Firstly, all civilian casualties, whatever the circumstances, are a source of considerable regret,” said Commander Paula Rowe, Task Force Helmand. “Unlike the insurgents, ISAF does not target civilians. In this case, the man was not to blame but the ISAF troops reacted correctly in the circumstances.”
