Civilian injured in escalation of force incident in Parwan


KABUL, Afghanistan - A civilian motorist was injured in an escalation of force incident today in Parwan after he ignored warning measures and continued to approach an ISAF convoy.

ISAF service members were at a convoy halt when the vehicle approached. They used several measures to bring the vehicle to a halt, including flashing headlights, a verbal warning via loudspeaker and a warning shot in front of the vehicle. When all measures failed, ISAF service members fired one round into the vehicle.

At that time the motorist stopped and got out with his hands up. The motorist was treated for minor injuries on the scene and released.

ISAF soldiers are trained to take appropriate steps to minimize civilian casualties, whilst at the same time taking action to protect themselves when threatened. 

ISAF runs frequent public service announcements and advertising campaigns aimed at keeping the local population informed about the need to follow the directions given by ISAF personnel, when encountered for their safety as well as that of ISAF’s troops.
