General Serra takes command of ISAF Regional Command West

HERAT, Afghanistan - After about six months serving as commander of Regional Command West, Brigadier General Francesco Arena handed authority of the command to Brigadier General Paolo Serra during a ceremony in Herat October 9.

General David McKiernan, ISAF commander, and Lieutenant General Giuseppe Valotto, the Italian joint operations commander, attended the ceremony. Numerous senior personnel were also present, such as Italian Ambassador Claudio Glaentzer; Herat and Farah provincial governors, Sayed Hussain Anwari and Rohul Amin; the 207th Corp Afghan National Army commander, Major General Fazal Ahmad Sayar; and the regional police chief, Major General Al Haj Ekrammuddin.

“I wish to express my heartfelt thanks to COMISAF,” said General Arena. “General McKiernan, it has been a great honour and a pleasure to serve under your command.”

“I would also like to express my gratitude to the governmental authorities and the commanders of the Afghan National Security Forces,” he added. “I know this because I have seen with my own eyes a great improvement and increased capabilities in the police, army and border forces. Keep up the good work.”

General McKiernan thanked General Arena for his service to his country and to the alliance.

“Regional Command West has been a model,” General McKiernan said. “Your teams have mentored, trained and enabled Afghan National Security Forces and leaders to increasingly take the lead in the fight. This is progress.”

“General Serra our mission is about building a future of hope and progress for the Afghan people,” General McKiernan added.
