ISAF accidently kills civilian bystander

KABUL, Afghanistan - An ISAF soldier accidently killed a civilian bystander October 7 in Chamkanay district, Paktia.

The event began when soldiers with an ISAF patrol saw a civilian vehicle swerving toward their convoy. ISAF soldiers shouted and flagged the vehicle to move away. After these attempts failed, a soldier fired a warning flare at the vehicle. Flares are used to attract a driver’s attention without resorting to possibly lethal force. However, the flare deflected off the vehicle and struck the bystander.

ISAF provided medical treatment to the civilian at an ISAF hospital, but the civilian later died from his wounds.

“This is a deeply regrettable accident,” said Brigadier General Richard Blanchette, ISAF spokesperson. “I offer our deepest condolences to his family and friends.”
