PRT Executive Steering Committee Meets

KABUL, Afghanistan - The Provincial Reconstruction Team Executive Steering Committee held a meeting at ISAF Headquarters yesterday.

The ESC is an ambassadorial/ministerial-level body, co-chaired by the Minister of Interior Zarar Ahmad Moqbel and Commander ISAF General Dan McNeill. It provides guidance and oversight for all existing and proposed PRTs in the country. Its membership includes the ambassadors of all the PRT Troop-Contributing Nations (TCNs) and potential contributing nations, the Minister of Finance, the Minister of Reconstruction and Rural Development (RRD), the UN Special Representative of the Secretary-General (SRSG), the NATO Senior Civilian Representative (SCR) and the European Union Special Representative. Because of this comprehensive and high-level membership, the ESC is the single most important tool for ensuring PRT coherence across Afghanistan.

The ESC was originally created in 2004 to establish a priority list for the establishment of new PRTs. Today, with the majority of provinces covered with PRTs, the focus of the ESC has shifted to provide high-level guidance to the PRTs on the kinds of activities they should undertake to support the GOA and to extend its authority. ESC meetings are held every two to three months, based on current issues.

The key agenda items were PRT support for humanitarian assistance and the UNAMA presentation on how PRTs can support Afghan capacity-building and governance.
