Exercise “Zhetysu 2009”

A consequence management field exercise organized by the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) in co-operation with Kazakhstan, the host nation, will be conducted in September 2009.

In order to commence the preparation and organisation of the exercise, an Initial Planning Conference (IPC) for the Kazakhstan-EADRCC exercise was held at NATO HQ from the 20-21st October 2008. The conference was co-chaired by Mr. Guenter Bretschneider, Head EADRCC and Mr. Altynbek Yegizbayev of the Kazakhstan Ministry for Emergency Situations.

All together, more than 25 Euro-Atlantic Partnership Council (EAPC) nations participated in the Conference. In addition, the Civil Protection Committee, the Joint Medical Committee, the Food and Agricultural Planning Committee, and UNOCHA were also represented. 

The main objectives of the conference were to introduce and agree upon the lead-in scenario of the exercise, discuss participation and review host nation support arrangements for the exercise.

The fictitious scenario for the exercise will be based around an earthquake scenario and there will be also some Chemical, Biological and Radiological (CBRN) threat simulation. The exercise site was also presented to the conference participants, although it will be discussed in more detail during the Main Planning Conference (MPC) and Final Planning Conference (FPC).

So far 22 Euro-Atlantic Partnership Council (EAPC) nations have shown interest and a desire to contribute resources and/or staff to the exercise. Numerous participants are expected with the capabilities to deal with different aspects of emergencies, for example Search and Rescue teams, CBRN expertise, Directing Staff, as well as observers and assessors. “ZHETYSU” will allow NATO and Partner countries to practice disaster response mechanisms and capabilities and to enhance co-operation in emergency situations.

The exercise “ZHETYSU 2009” is a contribution of Kazakhstan to the Partnership for Peace (PfP) program. It will be the ninth EADRCC field exercise and the first EADRCC exercise hosted by Kazakhstan.
