Exercise “Dacia 2003”, scheduled
to take place from 7 to 10 October 2003, is a contribution
of Romania to the Partnership Work Programme (PWP) for 2003

10 Oct - The Belgian team came
to Dacia 2003 with 35 personnel, through B-Fast, a national
interdepartmental organization
including representatives of the Ministries of Defense
and Interior.

Day 3 - 9 October 2003 |

9 Oct - The third day of Dacia
2003 was mostly used to refine the procedures previously
practiced.

Day 2 - 8 October 2003 |
|
8 Oct - Early morning on Tuesday,
it appeared that many civilians would need radiological
screening and possible medical
assistance. So as of 8:30, the local authorities – also
called LEMA - decided to ask the Romanian, Italian, Ukrainian
and Turkish teams to deploy and start checking the population.

Day 1 - 7 October 2003 |

7 Oct - At 8:03 on Tuesday morning, a new explosion takes place,
again in the area of the stadium (Site 1), this time damaging the
water
pump
station
(Site 2). Two persons are killed and eight injured.
|
On 3 October 2003, a number of heavy explosions occur in Bucharest,
Ploiesti and Pitesti. All these explosions are claimed by a terrorist
group also threatening with following-on actions. The National Security
Council decides to put the security forces at a higher state of alert,
also in view of the "127 International Football Tournament" to
be is held in Romania from 5 to 10 October 2003.
A few days later, an international demonstration exercise on "Consequence
Management following a Terrorist attack on Railway Infrastructure involving
Hazardous Materials" is conducted in Romania. Several specialized
teams from EAPC countries participate in this seminar [they will be the
teams participating to the NATO/ EADRCC exercise].
