Secretary General's position on Ukraine crisis Background NATO-Ukraine relations The Secretary General has said that: "NATO Allies are greatly concerned and disappointed by the finding of the OSCE/ODIHR International Election Observation Mission that the Ukrainian Presidential election fell well short of international standards. I have conveyed this view to the Ukrainian government. We were further disappointed at the decision of the Ukrainian Central Election Commission on 24 November to certify a result that does not appear to reflect the will of the Ukrainian people. The democratic future of Ukraine, the Alliance’s neighbour and strategic partner, is of direct and vital interest to NATO. Our mutual commitment to that future underpins the NATO-Ukraine Charter and the NATO-Ukraine Action Plan, within whose framework Ukraine has undertaken serious commitments. They specifically include strengthening of democratic and electoral institutions, ensuring freedom of assembly and promoting the continued development and strengthening of civil society and the rule of law. NATO remains committed to doing all it can to help Ukraine achieve these ambitious objectives, and take her rightful place in the Euro-Atlantic community. In this context, I call upon the Ukrainian authorities to live up to these commitments, to respect the right of demonstrators to assemble peacefully, and above all to respect the will of the Ukrainian people in choosing their next President. I urge all political authorities in Ukraine to refrain from violence and use of force. I appeal again for a thorough examination of the whole course of the elections. The review by the Supreme Court of Ukraine should be a step in that direction. I also support international efforts to help bring about the outcome where the choice of the Ukrainian people will be respected."
