on acts of terrorism in Russia |

- I condemn in the strongest possible terms the hostage-taking currently
taking place in Southern Russia. This outrageous act, which
targets the most innocent – schoolchildren – is unacceptable.

map game and wallcharts launched |
|

On 1 September, a contingent of thirty German soldiers took up their duties in
the new NATO-led PRT in Faizabad in northern Afghanistan. In the
coming months, the PRT will grow to about 85 soldiers in total.

A live NATO air exercise is currently taking
place over Turkey, involving over 100 combat and support
aircraft and forces from 18 NATO countries.

The NATO-Russia Council (NRC) met in extraordinary
session for the the first time in more than two years of
operation to discuss the recent wave of terrorist attacks
in the Russian Federation.

NATO Secretary General Jaap De Hoop Scheffer
paid a one-day visit to Helsinki on 9 September for talks
with political leaders on the future of NATO’s partnerships
after the Alliance’s Istanbul Summit.

During a one-day visit to NATO partner country
Sweden on 10 September, NATO Secretary General De Hoop
Scheffer said the Alliance was seeking to involve interested
partners more closely in NATO’s activities and operations.

NATO
support to Afghan elections |
|
NATO is increasing its presence in Afghanistan in support
of the nation’s election process. These new troops will augment
and support the already in–theatre forces boosting the International
Security Assistance Force (ISAF) capabilities leading up
to the election.

Eliminating
deadly weapons in Georgia |
|
Several hundred old anti-aircraft missiles have
now been safely destroyed in Georgia, as part of a NATO-led project
to dispose of decommissioned military equipment and unexploded ordnance.

During a visit to NATO on 14 September,
Interim Iraqi President Sheikh Ghazi Al-Yawar welcomed
the Alliance’s assistance to Iraq and called for further
assistance urgently.

The NATO Secretary General, Jaap de Hoop
Scheffer, is pleased to announce the appointment of Mr.
Robert F. Simmons Jr. to the position of Secretary General’s
Special Representative for the Caucasus and Central Asia.

Ensuring
energy security |
|
Strategies
for addressing the debilitation or destruction of energy systems in
the event of terrorist attack were the subject of a NATO Advanced Research
Workshop in Kyiv from 16 to 18 September. The opening session was attended
by the UK Ambassador to Ukraine, Robert Brinkley.

UN Kosovo
representative visits NATO |

The United Nations Special Representative in Kosovo,
Mr. Soren Jessen-Petersen, visited NATO on 17 September to discuss
preparations for the province’s October elections with NATO Secretary
General Jaap de Hoop Scheffer.

Enhancement
of NATO Assistance to Iraq |
|
On 22 September, Allies agreed to further implement the decision by Heads of
State and Government to assist the government of Iraq with the training
of its security forces. Allies agreed political guidance to the NATO
Military Authorities on the enhancement of this assistance.

Transdniestra in Moldova |
|
Cooperation between NATO and Moldova and the issue
of Transdniestra were the key topics discussed during a one-day visit
by NATO Secretary General Jaap de Hoop Scheffer to Chisinau on 23
September.

The procedures for launching a joint NATO-Russia peacekeeping operation
were examined in a two-day exercise held at NATO Headquarters between
28 and 30 September.

The operational capability of NATO’s new Response Force is being demonstrated
at a live-fire training amphibious and maritime exercise, Destined
Glory 2004, on the Italian island of Sardinia, 30 September to 16
