Flags flew at half-mast at NATO Headquarters in Brussels today and staff observed a minute of silence at noon in solidarity with the victims of the terrorist attacks in Madrid.

Secretary General Jaap de Hoop Scheffer, on a visit to Lithuania, called on all Allies to stand united against terrorism:

March 11, 2004, will be seen as a symbol of a real and present danger facing all our societies from the evil of cowardly terrorism. Our message today must be crystal clear: the Allies and their partners will remain resolute and united. And the community of values – that NATO stands for – will prevail,” he said at the beginning of an address to the Lithuanian Parliament.

On the day of the attacks, the Secretary General issued a statement condemning “in the strongest possible terms this mindless act of cruelty and barbarism”.
