Opening statement

Excellences, Mesdames et Messieurs, bon après-midi. 

Permettez-moi de souhaiter tout particulièrement la bienvenue aux ministres qui participent pour la première fois à une réunion de l’OTAN.

Nos réunions d’aujourd’hui et de demain vont être l’occasion de nous pencher utilement sur les opérations en cours ainsi que sur nos efforts de transformation de la défense,à un moment où l’Alliance prépare son sommet de 2009 à Strasbourg-Kehl.

Les ministres des États membres se sont déjà entretenus aujourd’hui sur l’Afghanistan et le Kosovo.  Nous accueillons maintenant tous les pays de la FIAS ainsi que le ministre Wardak, du gouvernement afghan, et le représentant spécial des Nations Unies, Monsieur Kai Eide, pour une discussion ciblée sur l’Afghanistan.

Il y a six mois, les chefs d’État et de gouvernement des pays participant à la FIAS, le Président Karzaï et des repésentants des principaux partenaires civils de l’OTAN se sont rencontrés à Bucarest pour forger une vision stratégique commune de la marche à suivre en Afghanistan. Cet après-midi, nous évaluerons les progrès réalisés.

Sept ans seulement se sont écoulés depuis que le régime taliban a été renversé et que la communauté internationale a pu commencer à aider le peuple afghan à sortir son pays de la terreur, de la brutalité et de l’oppression.  Nous ne devons pas nous attendre à des résultats instantanés mais seulement viser un progrès constant.  Et c’est bien ce que nous constatons.  L’infrastructure est en cours de reconstruction.  Des hôpitaux nouveaux et des écoles nouvelles vont aider les enfants afghans à vivre un avenir meilleur.

The Afghan National Army has also made important strides towards becoming a more effective force.  They are now participating in over 70% of ISAF operations, leading most of them.  Today, we will examine how to further support their development, particularly in light of the decision to expand the ANA to 122,000 personnel.  And the transfer of security responsibility from ISAF to the Afghan National Security Forces has begun, successfully, in Kabul province, and we will discuss prospects for further such progress country-wide.

ISAF itself has grown from 46,000 troops at the beginning of this year to around 53,000 troops today.  We are looking today at how to keep up that positive momentum, in order to meet the requirements our military commanders have set out.

There is plenty to discuss today: preparations for next year’s elections; stepping up support for the growing Afghan Army; and how to maximise effectiveness in the fight against narcotics.

Of course, there are challenges.  But the entire international community remains committed, for the long term, to helping the Afghan people build a country at peace with itself and with the rest of the world.  And we know that this must be a comprehensive, civilian and military approach with an ever stronger and more effective Afghan lead. We intend, as well, to work towards increased co-operation and engagement with Afghanistan's neighbours, especially Pakistan.

Just a few words on the rest of our program for tomorrow.

NATO Ministers will assess the Alliance’s defence transformation efforts, considering in particular how we can improve the provision of forces and capabilities for our operations as well as for the NATO Response Force.  We will also further explore how we can enhance the availability of key enablers for our operations, in particular mission-capable helicopters and Alliance Ground Surveillance (AGS).

I would like to take this opportunity to congratulate the 14 nations, 12 NATO Allies and two Partners, who are participating in the Strategic Airlift Capability, which will be based here in Hungary.

Last but not least, Allied Ministers will meet with Minister Kezerashvili for the first session of the NATO-Georgia Commission at Ministerial level.
