Opening remarks

Messieurs les Ministres, Mesdames, Messieurs, bienvenue à cette réunion de la Commission OTAN-Ukraine au niveau des Ministres de la défense. C'est avec grand plaisir que nous accueillons notre collègue ukrainien, M. Anatoliy Grytsenko.  Bienvenue, Anatoliy.

Réunis aujourd'hui, et alors que nous nous préparons à célébrer le dixième anniversaire du Partenariat  spécifique OTAN-Ukraine, nous réaffirmons notre détermination à promouvoir les valeurs et les principes qui sont au cœur du partenariat – notre sécurité commune, la démocratie et la primauté du droit, ainsi que le contrôle civil et démocratique des forces de sécurité. 

Nous allons aujourd'hui passer en revue les progrès accomplis en coopération dans la mise en œuvre de la réforme des secteurs de la défense et de la sécurité, ainsi que la participation de l'Ukraine aux opérations dirigées par l'OTAN.

NATO-Ukraine cooperation in both areas has been very fruitful. 
Ukraine is the only partner country that is involved in all current NATO operations and missions, most recently offering a welcome contribution to Operation Active Endeavour in the Mediterranean Sea. The Alliance greatly values this support.

The Alliance and its members also welcome and support efforts undertaken under the leadership of Minister Grytsenko to transform Ukrainian defence to better align it with Euro-Atlantic standards. 

We are also encouraged by the early signs of progress in implementing reforms in the wider security sector.  The adoption of the first National Security Strategy of Ukraine is a clear example of what has been achieved.

Sustaining these efforts will be of critical importance as Ukraine continues to transform its political and security structures.  I therefore encourage Ukraine to follow the path of reform.  NATO and the Allies will continue to support and assist the government of Ukraine in this process.
