Opening remarks

Informal meeting of NATO Defence Ministers Meeting of the NATO Russia Council

Ministers, Excellencies, Ladies and Gentlemen,

Bonjour. Dobroye Utro. Good morning. Welcome to this NATO-Russia Council in Defence Ministers’ informal session.

We will engage today in a wide-ranging discussion of international security issues of mutual interest and on the status and way ahead of NATO-Russia defence and military cooperation.

As you know, we will mark this year the 5 th anniversary of the NATO-Russia Council and the 10 th anniversary of the NATO-Russia Founding Act. So today’s meeting is a timely opportunity to reflect on ten years of positive engagement and productive cooperation and to discuss our goals for defence cooperation in the first half of 2007 with a view to the forthcoming anniversaries.

We will also address international security issues and NATO missions and operations.

We have on Afghanistan an excellent example of the kind of results our cooperation in the NRC can achieve. There we have made impressive progress on implementing the NATO-Russia Pilot Project on Counter-Narcotics Training of Afghan and Central Asian Personnel. We will continue to implement this successful project, and look for further opportunities to deepen our practical cooperation in support of Afghanistan.

Dans notre recherche des possibilités de renforcer davantage encore la coopération OTAN-Russie en matière de défense, nous pouvons nous inspirer d’autres succès engrangés en 2006, comme la première participation, en septembre dernier, d’un navire de la Fédération de Russie à l’opération de lutte contre le terrorisme menée par l’OTAN en Méditerranée, à savoir l’opérat ion Active Endeavour.

Notre débat sur la voie à suivre sera axé sur des programmes concrets, sur la poursuite de la coopération dans la lutte contre le terrorisme, ainsi que sur les efforts que nous consacrons notamment à la défense contre les missiles de théâtre, le but étant de développer l’interopérabilité entre les forces militaires des pays de l'OTAN et de la Russie.
