Rīga, Latvia 29 Nov. 2006	Opening Statement by NATO Secretary General Jaap de Hoop Scheffer at the meeting of the North Atlantic Council at the level of Heads of States and Government Event 28-29 Nov. 2006 - NATO NATO Rīga Summit Distinguished Heads of State and Government, Colleagues, Ladies and Gentlemen, Welcome to this wonderful city of Riga , and to the NATO Summit. A special welcome to the Heads of State and Government who join us for the first time in this setting. Today, over fifty thousand men and women are deployed from the Mediterranean to the Hindukush in NATO operations and missions. In a time of global threats and challenges, North America and Europe still stand shoulder to shoulder in the unique solidarity that is the hallmark of this Alliance . Never before has there been a greater demand for the security and stability that NATO can provide. We are here today to ensure that NATO continues its transformation, to deliver 21st century solutions to 21st century challenges. Yesterday we reviewed our operations and missions -- first and foremost, in Afghanistan . Contributing to peace and stability in Afghanistan is a just cause, vital to our collective security and to our shared values. Together with other international actors, we will stand with the Afghan people for the long-term, to help them build a democratic country, free from terror and drugs, providing for its own security, and at peace with its neighbours. Yesterday, we also addressed NATO’s major engagement in Kosovo, our Training Mission in Iraq , and our anti-terror operation in the Mediterranean Sea . We discussed ways to continue supporting the African Union in bringing an end to the suffering in Darfur . All areas where NATO is delivering security. Today, we will take decisions to make our forces better able to address the challenges we are facing. We will declare the NATO Response Force -- a cutting edge, air-land-and-sea expeditionary force -- fully operational. Our strategic airlift will be significantly enhanced. And we'll move forward on acquiring key new technologies, including missile defences for deployed forces. Doing all this -- making our forces more modern -- needs investment. Defence cannot be assured on the cheap. Which means we must commit ourselves to devote to defence the resources it requires. Nous allons aussi ouvrir un nouveau chapitre de notre politique de partenariat. Nous allons adresser un message d’encouragement appuyé aux pays qui cherchent à devenir membres à part entière de l’Alliance ou à adhérer au Partenariat pour la paix. La porte de l'OTAN reste ouverte et nous allons aider ceux qui aspirent à l’adhésion à en franchir le seuil. Nous allons étendre la coopération en matière de formation à nos partenaires de la Méditerranée et du Moyen-Orient. Et nous allons nous rapprocher de nouveaux partenaires qui ont intérêt, comme nous, à préserver la sécurité et la stabilité. Enfin, nous allons élargir et approfondir le dialogue politique au sein de l'OTAN elle-même. Grâce à l’Alliance, nous disposons de capacités militaires extrêmement précieuses mais aussi d’un forum de discussion transatlantique sans équivalent. Nous devons faire pleinement usage des possibilités offertes par cette enceinte pour examiner toutes les questions qui pourraient avoir des répercussions sur la sécurité transatlantique, de la prolifération des armes de destruction massive à la sécurité énergétique. Ce n’est que dans le cadre d’un tel débat que nous pourrons modeler les approches globales nécessaires pour faire face aux risques et aux défis d’aujourd’hui, qui sont d’une grande complexité. Par les décisions que nous allons prendre ici, à Riga, nous allons faire en sorte que l’Europe et l’Amérique disposent, grâce à l’OTAN, des outils politiques et militaires dont elles ont besoin pour défendre leurs valeurs et leurs intérêts communs et pour continuer à agir comme unique source de stabilité et de sécurité au profit de la communauté internationale tout entière.
