Introductory remarks by NATO Secretary General, Jaap de Hoop Scheffer Meeting of the NATO-Ukraine Commission Foreign Ministers’ level Sofia, Bulgaria 28 April 2006 I would like to open this meeting by welcoming Foreign Minister Borys Tarasyuk to this informal meeting of the NATO-Ukraine Commission, a bit more than one year after we launched our Intensified Dialogue on Ukraine's membership aspirations and related reforms in Vilnius. Welcome, Borys. Over the past twelve months, we have held numerous Intensified Dialogue meetings and continued our strong cooperation. I believe that our increased consultations have helped to deepen Ukraine's understanding of NATO, and kept the Allies abreast of Ukraine's reform efforts. Our commitment to the Intensified Dialogue underscores that NATO’s door remains open, and that Ukraine’s aspirations are, ultimately, achievable. It is also an indication of the level of commitment of the nations represented around this table to help Ukraine succeed in this effort. But ultimately, the primary responsibility for success rests with the Ukrainian people and their elected leaders. Dans ce contexte, la tenue en mars d’élections législatives libres et régulières a été une étape importante dans le renforcement des institutions démocratiques de l’Ukraine. Elles constituent un signe fort de l'attachement de ce pays aux principes euro-atlantiques. Par ailleurs, l’Ukraine a accru sa contribution opérationnelle aux efforts que déploient les Alliés pour renforcer la sécurité euro-atlantique en offrant un appui direct à la mission OTAN de formation pour l’Iraq, tout en continuant d’apporter son soutien à la KFOR et à l’opération Active Endeavour en Méditerrannée. Le nouveau gouvernement ukrainien sera face à d‘importants défis s’agissant de consolider et de poursuivre des réformes qui sont essentielles non seulement pour améliorer la vie des Ukrainiens en général mais aussi pour rapprocher encore l’Ukraine de l’Alliance. Et aujourd’hui, dans ce contexte informel, les Ministres auront la possibilité de s’entretenir de la manière dont l’OTAN peut aider au mieux l’Ukraine dans ces efforts.
