Thanks to the Italian government for their excellent organisation and for providing this wonderful Mediterranean town as the setting for this landmark meeting. NATO and the MD countries widely face the same challenges to their security, such as terrorism, failed states or the proliferation of weapons of mass destruction. Despite sometimes difficult regional contexts, they also share the strong desire for increased dialogue and confidence across the two sides of the Mediterranean. These common aspirations and security needs have led to the creation of the Mediterranean Dialogue, a little more than 10 years ago. Progress has been constant since then, but the Istanbul Summit in 2004 marked a joint preparedness to make a quantitative and qualitative step towards a genuine partnership. Depuis lors, nous avons en effet uni nos efforts pour renforcer de manière significative le dialogue politique, mais aussi pour élargir la portée des activités et des programmes pratiques ouverts à nos Partenaires méditerranéens et pour en augmenter le nombre. Nos chefs d’Etat-major se réunissent à présent de manière régulière pour débattre de coopération militaire, y compris de la contribution de certains Partenaires méditerranéens à l’opération maritime antiterroriste menée en Méditerranée, l’opération Active Endeavour. Ces avancées n’ont été possibles que par une coordination intense entre les Alliés et leurs Partenaires. Je pense que nous devons continuer à insister fortement sur les principes de base qui sous-tendent notre coopération, tels que la transparence, l’appropriation conjointe et la complémentarité avec d’autres initiatives. Aujourd’hui, nous allons faire le point des réalisations du Dialogue Méditerranée et examiner les perspectives d’avenir de notre coopération.
