Remarks

In the first place I want to express the concern of my country about the increasing climbing of terrorist activity in the FYROM. Joint to the most energic condemnation to the violence of these extremist groups, we must show our highest solidarity to the FYROM government in its efforts for achieving the pacification of the zone and to encourage them to continue in the road of moderation and dialogue.

The same repulse and condemnation that we must show to those who, overtly or covertly, encourage or give their support to these groups and their methods.

Violence is not a mean to reach any political objective. The European society must be built with the maximum respect to the democratic values, among them the dialogue and the respect to the minorities, but never on the violency of some few to impose their willing.

The situation in the rest of Balkans allow us to be more optimistic. The situation in Southern Serbia is in the way of solution thanks to the efforts of the new government, but it will not be possible to advance in this processus without the total colaboration of the Albanese minority, which is to whom the efforts are directed, in Kosovo, the recent adoption of "the Constitutional Framework for the Selfgovernment of Kosovo" and the calling for elections in forthcoming november, is a fundamental pace for the solution of this crisis within the maximum respect to the UN resolution 1244.

At last, Bosnia continues being a constant focus of concern where permanently "raise from the death" the desintegrating forces. This situation can not last eternally without international community get tired of it and abandon its support to the processus.

All seems to aim at the necessity of a generational change of the political leaders that, due to their participation in its immediate past, do not have generosity and width looking enough to take out their country from the well of a civilian war and to face up to a better future.

The colaboration that allied and partner countries are keeping on in the balcans has served to estimulate the creation of a framework and the necessary "tools" to regulate it.

The reports presented to us include stimulating advances for this colaboration, that will benefit a better efficacy, if it is possible, of the operations we are carrying out or in those we could develope jointly in the future.

The ministerial guidance suppose an excellent and well balenced guidance, and constitutes a starting point for the next partnership goals cycle.

In the line with the previous ministerial guidance, approved a year and a half ago, the guidance we approve today gives continuity to the partnership goals of the previous cycle instead of defining a new ones. Whitout any doubt, this will allow nations to concentrate their efforts in a single direction, what is the only way to get a pool of effective and interoperable forces in the future. The current revision process that finalizes today, reinforces this necessity.

I am conscious that resources are scarce, problem that not only affects to the PARP but also to the force planning of allied countries. For that reason we need to do a greater economic effort which allow the armed forces to enhance and adapt by means of lasting and complex reform processes and to accomplish at the same time with the assigned partnership goals.

Foreign aid is an important factor at the time of achieving these objectives. Spain, by means of bilateral cooperation programs -yesterday we signed one of them with Latvia - is ready to supply this aid as in fact she is doing so with some countries.
