On 28-29 November 2005, a Workshop on Provincial Reconstruction Teams’ Best Practices was held at the NATO Headquarters in Brussels .

The event was attended by representatives of all NATO and non-NATO nations participating in the NATO-led International Security Assistance Force (ISAF), as well as Australia , Japan and the Republic of Korea . Also represented were the government of the Islamic Republic of Afghanistan, the United Nations and the European Union, as well as the non-governmental organisations, the Agency Coordinating Body for Afghan Relief (ACBAR), Mercy Corps and International Crisis Group. Also in attendance were the NATO Senior Civilian Representative in Afghanistan Minister Hikmet Cetin and representatives of the Combined Forces Command – Afghanistan , the NATO Military Authorities and the NATO International Staff.

The aims of the workshop were to : (i) promote information exchange and synergy on PRT ‘best practices’, taking into account experiences on the ground and lessons learned; (ii) facilitate harmonised national, multinational and NATO planning regarding future PRT design, tasks and resources; and (iii) expand awareness among all ISAF contributing nations and the wider international community of PRT roles and practices.

The Workshop was opened by the Secretary General, who highlighted NATO’s commitment to assisting Afghanistan achieve its aims of security and political, economic and social development, preparations for the extension of ISAF’s presence to southern Afghanistan, and NATO’s contribution to the future role of the international community in Afghanistan. The workshop involved a wide-ranging exchange of views on the roles, tasks and practices of PRTs, particularly in regard to the extension of security across Afghanistan and the consolidation of the Government of Afghanistan’s authority; the pursuit of Security Sector Reform; and the enhancement of coordination between stabilisation and reconstruction efforts. It provided for each of the current ISAF PRT lead nations to make a presentation on PRT best practices, against the background of presentations by the Islamic Republic of Afghanistan, NATO, the United Nations, the European Union and non-governmental organisations on PRT accomplishments and expectations for the future.

The objectives of the workshop were fully met. Participants had candid and open exchanges of views on PRT contributions to ISAF’s overall mission, aimed at enhancing mutual understanding on PRT best practices and current and future roles
