Exercise “ Joint Assistance 2005” in Ukraine

Background

Joint Assistance Exercise 2005

Effective fight against terrorism requires multifaceted cooperation. In particular, emergency responses to potential terrorist attacks demand constant improvements in the way in which international cooperation, including between NATO and other international organisations, is structured and coordinated.

To this end, a major Euro-Atlantic Partnership Council chemical consequence management field exercise “Joint Assistance 2005” will be held in Ukraine from 9 to 13 October 2005. It will take place at the Yavoriv Partnership for Peace (PfP) Training Centre, in the vicinity of the city of Lviv. The scenario for the exercise has been designed around a simulated terrorist attack using a chemical agent. The scenario will allow Ukrainian experts and consequence management teams from eleven EAPC nations to perform chemical reconnaissance, decontamination measures, temporary evacuation, provision of life support to affected population and delivery of medical care. Up to 300 staff and rescue personnel from Ukraine and approximately 450 from EAPC countries and international organizations are expected to participate in this exercise.

Exercise “Joint Assistance 2005”, has been jointly planned by Ukraine, NATO’s Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Organization for the Prohibition of Chemical Weapons (OPCW), which makes it the first EADRCC exercise jointly planned with another international organization.

In addition to international - civil and military - consequence management teams, the United Nations Office for the Coordination of Humanitarian Affairs will establish a so-called On-Site Operations Coordination Centre, which – as part of the scenario - will help the stricken nation to coordinate the effective use of international consequence management resources.

This will be the sixth Field Exercise conducted by the NATO’s EADRCC. Previous ones were held in Ukraine, Croatia, the Russian Federation, Romania and Uzbekistan.

During the exercise, national and international teams will conduct practical work in different exercise locations in and around the Yavoriv training site. The exercise will be concluded on Thursday 13 October 2005, with a live demonstration of lessons learned by teams from the host nation and other participating countries.

Media arrangements

During the duration of the exercise a press centre will be operational in the exercise area. A schedule of specific media opportunities will be communicated closer to the event.
