Statement by the Secretary General on agreement between Russia and Georgia I welcome the agreement reached yesterday between Georgia and Russia on the conditions and duration of the Russian military presence in Georgia. In taking steps to resolve this longstanding dispute, the two sides have developed their cooperative relations based upon mutual respect and implementation of multilateral commitments, and advanced security in the Caucasus region. The joint statement also appears to represent a step forward in the implementation of commitments undertaken at the 1999 Istanbul OSCE Summit aimed at resolving questions of compliance with the requirement of Article IV of the CFE Treaty for host-state consent to the presence of stationed military forces. It is my hope that outstanding issues related to the withdrawal of remaining Russian military personnel and equipment in Moldova, also recorded in the CFE Final Act at Istanbul, can be resolved as soon as possible, so that all CFE Treaty partners will be in a position to move forward with the ratification and the entry into force of the adapted Treaty. |
