NATO Summit
22 February 2005
A Summit meeting of the North Atlantic Council will be held
at NATO Headquarters, on Tuesday, 22 February 2005. MEDIA ADVISORY 1. Access
- A Media Reception and Accreditation Centre will be
established within the perimeter of NATO, accessible through the entry
point of the
NATO Staff Centre, Avenue du Bourget, 250 metres east of the NATO main
site entrance. Media representatives wishing to cover the arrival of
Alliance leaders must report to the Reception Centre between 07:00
and 09:00. Those arriving after that time may be delayed by restricted
movement
and traffic congestion on Boulevard Leopold III.
2. Parking
- Media representatives holders of a permanent NATO
press card will be allowed to park their vehicles on "Parking L" at the NATO Staff Centre on a first-come, first-served basis.
- Media representatives not in possession of a permanent
NATO press card will be allowed to park their vehicles in the “Quartier
Roi Albert 1er”, Rue
de la Fusée (opposite of NATO HQ main entrance).
A shuttle bus service will operate between the parking “Qartier Roi Albert
1er” and the Staff Centre entrance.
- Outside broadcasting (O.B.) vans for uplink satellite
transmissions will park on "Parking
H", next to television editing offices.
3. Accreditation and security check
- Media representatives holders
of a permanent NATO
press card will not need to apply for accreditation, but will be asked
to check
in at the accreditation and security desk on arrival.
- Media representatives not in possession of a permanent
NATO press card will be admitted to the media area on presentation
of individual
NATO press passes.
- The Media Accreditation Office will be located
on Parking lot PE, next to the Staff Centre entrance.
Opening hours of the Media
Accreditation Office:
Monday, 21 February 09:00 – 21:00 hours
Tuesday, 22 February 07:00 – 14:30 hours
Applications for accreditation can only
be made electronically on-line,
by clicking on the following link: https://my.hq.nato.int/jas
In order to complete your accreditation request, you will need
to provide
a digital picture. Only a 3,5 x 4,5 cm passport-size
photograph
in
JPEG format will be accepted. Every applicant has to create
a user name and
password.
Applications for accreditation should be submitted to NATO
before Thursday, 17 February 2005.
Applications received after
that date will not be processed.
Press passes will be available for collection at the Media
Accreditation Office from 09:00 hours on Monday, 21 February.
- Press passes to be worn visibly will not be mailed
to applicants. They may be collected personally at the Media Accreditation
Office
on presentation of an I.D. card or passport and a valid press
card (or letter
of accreditation from a recognized media organisation) which
should be presented at any time upon request of security personnel.
- Security check
- All visiting media representatives should take
note that security personnel at NATO Headquarters will examine and
may test equipment
carried onto the site. To avoid delays, media representatives are
invited to arrive in good time to clear the security checks.
- Television
and radio networks or wire services that have cumbersome or bulky
equipment are strongly advised to move as much
of it as possible into the Media area before 12:00 hours on Monday,
21 February, to shorten check-in times.
NATO reserves the right to withdraw accreditation.
4. Media opportunities and pools
- Six media opportunities are foreseen at this stage
a) from 09:30 onwards – Arrivals
b) 10.45 Delegates enter the conference room to take their seats
c) 11:00 Session of the Council (to be continued over lunch)
d) 11:50 Official group photograph
e) 12:00 Council continued in the form of a working luncheon
f) 14:30 News conference by the Secretary General
All timings are subject to change
- Arrivals: Access to the areas from which
arrivals and departures can be observed is open to holders of the general
accreditation pass on a first-come,
first-served basis. When the areas are filled up, they will be closed
off.
- Opening of the session of the NAC: For security
and space reasons, the number of visual media personnel having access
to the opening
of the NAC session is very limited. Access to the Council chamber
for covering the opening at the session of the NAC requires a special
pool
card, which will be allocated on an equitable basis by the NATO Press
and Media Section (NPMS).
- It will not be possible to cover both the arrivals
and the opening of the session of the NAC.
- Official Portrait: Again, for security and space
reasons, the number of visual media personnel having access to area
where the
official portrait will take place is limited. A special pool card,
allocated on an equitable basis by NPMS, will be required.
- NATO Secretary General's news conference: The Joseph
Luns Press Theatre (JLPT) where the Secretary General will give his
news conference
(which may be followed by news conferences given by Heads of State
and Government) has a limited number of seats and camera positions.
Seats
and camera positions will be allocated by NPMS on an equitable basis.
Seats and camera positions not occupied 10 minutes before the scheduled
start of Mr. Jaap de Hoop Scheffer’s news conference will be allocated
to other media representatives.
NATO will not be in a position to accommodate all requests.
5. National press briefings The schedule of national press briefings will be available on 22 February
on the closed-circuit television network (CCTV). 6. Television and radio

- Audio and video tapes: Audio K7 tapes of
all events in the JLPT will be available.
Betacam SP video copies of events covered by NATO cameramen will
be availabe in exchange for blank tapes.
- Closed-circuit televison (CCTV): All events taking
place in the JLPT will be covered and broadcast live by CCTV to the
Media Centre
7. Photo Photographs taken by NATO photographers will be available
