Statement by the Secretary General on the elections in Kosovo Background NATO's role in Kosovo Opinions 25/10/2004 - NATO Press point by NATO Secretary General, Jaap de Hoop Scheffer and EU High Representative for the Common Foreign and Security Policy, Mr. Javier Solana Saturday’s elections were an important milestone for Kosovo. I welcome the fact that they took place without significant acts of violence. However, I deeply regret the very low participation of Kosovar Serbs in the electoral process. I call on the incoming Provisional Institutions of Self-Government to represent the full spectrum of Kosovo society, as we approach next year’s assessment of Kosovo’s progress in meeting the Standards set out by the international community.
