3. Developments over the Last Decade in the Conventional Arms Control and Disarmament Field 3.2. Vienna Document At the Istanbul Summit in November 1999, the Member States of the OSCE also adopted the 1999 Vienna Document, which enhances the Confidence and Security Building Measures (CSBMs) introduced by the Vienna Documents of 1990, 1992 and 1994. The 1999 Vienna Document improves the current CSBMs and emphasizes the importance of regional co-operation.
