NATO's Role in Polish Flood Relief

NATO is playing a key role in coordinating a request for international assistance by the Government of Poland to help cope with the effects of record floods brought on by torrential rains. The request, transmitted through the United Nations Department of Humanitarian Affairs (UN-DHA) on 16 July 1997, seeks aid for rescue and recovery equipment (pumps, generators, water purification, etc.) and population support items (tents, blankets, medicines, etc.). UN-DHA advised NATO of the request in accordance with Standing Operating Procedures which exist between NATO and UN-DHA. NATO responded by sending the request for assistance to the pre-designated emergency points of contact in all NATO and Partner countries in the Euro-Atlantic Partnership Council.

The NATO Disaster Policy, while recognizing the primary role of the United Nations in the coordination of international disaster relief, provides for NATO to assist in that coordination upon request. Specifically, the Director, Civil Emergency Planning will "take all necessary and urgent steps to facilitate or help expedite the delivery of assistance." To do this, NATO Civil Emergency Planning has been maintaining close contact with UN-DHA and its assessment team in Poland regarding the still evolving flood situation and the remaining aid requirements and, at the same time, assisting to mobilize the required disaster management assets through appropriate follow-up with officials of the 44 NATO and Partner countries.

Thus far, the response has been positive - at least 14 NATO and Partner countries have already sent equipment, supplies, and teams of specialists to those locations in Poland in greatest need. In addition, a number of these same countries have already provided financial assistance.

Although the waters are beginning to recede in most areas, allowing some of the evacuees to return to their homes, relief and recovery efforts will continue for some time.
