Civil Emergency Planning Seminar
With Co-Operation Partners
From the 18th until the 21st of November 1996 the seminar The Legal Basis for and Structure of Civil Emergency Planning will be held in Stockholm, Sweden.
The seminar is hosted by the National Board of Civil Emergency Preparedness (OCB) in Sweden, as a part of the Individual Partnership Programme between Sweden and NATO, within the framework of Partnership for Peace (PFP). The seminar is a follow-up to discussions initiated last year in Budapest and Warsaw and is supported by the NATO Division for Infrastructure, Logistics and Civil Emergency Planning.
Senior officials - civil and military - involved in civil emergency planning from PFP countries will participate in the seminar. The seminar will be co-chaired by the Director General of the OCB, Mr. Sture Ericson and the Assistant Secretary General for Infrastructure, Logistics and Civil Emergency Planning Mr. Herpert van Foreest.
The seminar will be divided into three main sessions :
- Summary and follow-up of previous seminars. Presentations will be made by Hungary and Poland.
- Civil and democratic principles and the legislative framework for emergency planning. Experiences of planning for peace-time international/national crises and emergencies. The presentations will be based on the experiences from NATO and PFP countries to reflect different approaches to the development of civil and democratic legislative models.
- Civil and democratic structures in emergency planning. Different themes relating to the structure and organization of civil emergency planning will be presented and discussed. Presentations will be made by NATO and PFP countries.
