NADC Workshop on Air Defence Training and Exercise Planning in Waldbröl, Germany
Under the aegis of the NATO Air Defence Committee, a workshop took place in
Waldbröl, Germany, from 7-9 May 1996 which was co-hosted by the German and
Hungarian Authorities. This workshop, which is a follow-on to a United States hosted
seminar on the topic of " Air Defence Planning" which took place in the middle of 1995
at NATO Headquarters in Brussels, Belgium, was organised in the context of the
Partnership for Peace (PfP) Programme. The theme of the workshop was "Air
Defence Training and Exercise Planning".
Experts from NATO Member States and PfP Nations participated in the workshop.
Amongst the issues presented and discussed were the following:
- training and exercises related to the use of airpower in peacekeeping and
humanitarian operations
- evaluation and assessment of air operations in peacekeeping and
humanitarian exercises
- training concepts for air defence
- multinational training for surface-to-air missile (SAM) forces and the potential
role for the NATO Missile Firing Installation (NAMFI)
- the German-Polish Air Defence exercise Amber Express
- the NATO/PfP exercise concept, and NATO planning of air exercises
- civil-military aviation cooperation in exercise planning.
The presentation and discussion of these issues contributed to the participants
common understanding of how to proceed in the development of harmonised training
and exercising for air defence operations. Such an understanding is essential to any
future multinational effort related to peacekeeping or humanitarian operations.
In addition, the German Air Force invited participants to visit the Control and
Reporting Centre and Air Defence Training School at Erndtebrück. The members
were also able to visit the SAM Wing 4 at Waldbröl.
The Hungarian Authorities will host the next Seminar of the NADC with Cooperation
Partners in 1997.

The NATO AIR DEFENCE COMMITTEE (NADC) is the senior advisory body advising
the North Atlantic Council on all air defence matters and include all NATO nations.
The NADC meets twice a year with senior Representatives from Partnership for
Peace (PfP) Nations.
