Seminar on Air Traffic Management Sinaia - Romania
A three-day seminar (24-26 April 1996), hosted by the Romanian Authorities in Sinaia, Romania, was jointly organised
by the NATO Committee for European Airspace Coordination (CEAC) and the European Organisation for the Safety of Air
Navigation, EUROCONTROL. The theme of the seminar was "The Development of Compatible Civil/Military Air Traffic
Management (ATM) Systems in the Evolving ATM Structures of Europe".
Civil and military ATM executives and experts from NATO Member States and Partnership for Peace (PfP) Nations
participated in the seminar.
Amongst the issues presented and discussed were the following :
- Aviation trends and the needs of military and civil aviation;
- Co-ordination measures relating to Flow Management, Air Exercices, Crisis operations, etc.,
- the European Air Traffic Control Harmonisation and integration Programme (EATCHIP) managed by EUROCONTROL;
- Multinational and national projects.
The presentation and discussion of these issues contributed to the participants' common understanding of how to
proceed in the development of harmonised civil/military ATM co-ordination, so as to make optimum use of available
airspace capacity.
The Romanian Authorities will also host the next Plenary Session of the Committee for European Airspace Co-ordination
with Co-operation Partners in July 1996, at which EUROCONTROL will participate as well.

EUROCONTROL, the European Organisation for the Safety of Air Navigation, comprises 21 Member States : Germany,
Belgium, France, Luxembourg, the Netherlands, the United Kingdom, Ireland, Portugal, Greece, Turkey, Malta, Cyprus,
Hungary, Switzerland, Austria, Norway, Denmark, Slovenia, Sweden, the Czech Republic and Italy.
The accession of Spain and Romania has been accepted by the Permanent Commission; they are expected to become Member
States soon.
The Committee for European Air Space Co-ordination (CEAC) is a senior NATO Committee with the general aim of
promoting safety and economy in flying, without impinging unduly upon the requirements of military airspace users.
The members of the Committee represent the civil and military aviation authorities of NATO Countries. Regularly, the
CEAC meets in sessions with NATO Partnership for Peace (PfP) Nations.
