              NATO PROMOTES TECHNOLOGY TRANSFER

Scientific Community leaders from North America, Europe and
central Asia will gather this week in Turkey at a NATO-
sponsored meeting to discuss ways of facilitating the
transfer of technology in the post-cold war era. Attention
will focus on the political, economic and legal dimensions
of this problem as well as its educational facets.
Participants will be particularly concerned with
intellectual property rights, patent legislation, economic
incentives and with the social and political impact of
transferring technology between NATO countries and its
Cooperation Partners. Civilian space technology, nuclear
safety and biotechnology will be among the main topics.

Among those participating from NATO Cooperation Partner
countries will be Minister of Science and Technology of
Kazakhstan, the Commissioner of Science and Technology of
Uzbekistan, Presidents of Academies of Science of
Kyrgyzstan, Turkmenistan, Azerbaijan, Kazakhstan and the
vice-president of the Academy of Science of Russia.

Prominent representatives from NATO countries will include:
W. de Jong, the Chairman emeritus of the Dutch Research
Organization "Toegepast Natuurwetenschappelijk Onderzoek"
(TNO) and A. Hedjamamedo, President of Germany's
"Fraunhofer Gesellschaft" (FhG). The presence of H.
Forsberg, President of the Royal Swedish Academy of
Engineering Science reflects Sweden's new involvement in
NATO activities.

Organizers of the meeting are Professor G. Bugliarello,
President of the Polytechnic University (USA) and Professor
N.K. Pak, Vice President of the Scientific and Technical
Research Council of Turkey.

Scientific and technological Research Council of Turkey,
