Chapter 18: NATO Military Common-Funded Resources

Military Budget


1821. The MBC has overall management responsibility over the military budget. The International Military Budget provides for the operating and maintenance costs (including personnel costs, operating costs, mission operating expenses and capital expenditures) of the network of NATO international military headquarters, programmes and agencies. Five major budgetary groups can be determined:

  • NATO Airborne Early Warning (NAEW) System, providing for the operation and control of the NAEW fleet of aircraft;
  • Allied Command Europe (ACE), including its network of subsidiary Commands, Programmes and Agencies;
  • Allied Command Atlantic (ACLANT), including its network of subsidiary Commands, Programmes and Agencies;
  • the IMS Groups, which also includes the budgets such as those for the NATO Defence College, the Advisory Group for Aerospace Research and Development (AGARD) and the NATO ACCS Management Agency (NACMA); and
  • the NATO Consultation, Command and Control Agency (NC3A).
