Chapter 15: Fuels, Oils, Lubricants and Petroleum Handling Equipment
NATO Pipeline Committee (NPC) - AC/112
1503. The NPC, which is chaired by the Director of
Logistics, is the senior advisory body in NATO on consumer
logistics relating to petroleum. It acts on behalf of the Council, in
full consultation with the NATO Military Authorities (NMAs)
and other bodies, on all matters of NATO-wide concern in
connection with military fuels, lubricants and associated products and
equipment, the NATO Pipeline System (NPS) and
other petroleum installations in support of Allied Command
Europe (ACE) and Allied Command Atlantic (ACLANT). Its function is to:
- review, assess and evaluate, in conjunction with
other NATO authorities, the overall Alliance military
petroleum logistics organization, policy, plans, procedures
and capabilities with the aim to enhance
performance, efficiency, safety, security and effectiveness of
NATO facilities for the storage, handling, distribution and
uplift of military fuels;
- develop standardization of fuels, lubricants
and associated products used by all naval, land and air
assets in order to improve the effectiveness of NATO forces;
- improve the effectiveness of NATO forces
through standardization of the facilities, equipment
and procedures for handling fuels and lubricants products;
- provide the focal point and forum for the
consideration of military petroleum matters;
- exercise policy control for the operation and
maintenance of the NPS; and
- develop, in close coordination with the PPC and
other relevant committees guidelines for greater
civil/military cooperation.
1504. The NPC has three permanent Working Groups
which have the following responsibilities:
- Working Group No.1 - (AC/112(WG/1) Special
Tasks), which takes on special tasks as directed by the NPC;
- NATO Fuels and Lubricants Working Group -
(AC/112(NF&LWG)), which provides the focal point
and forum to review and develop standardization of
fuels, oil, lubricants and associated products used by all
naval, land and air assets in order to improve the
effectiveness of NATO forces. The NF&LWG is supported by
three Working Parties:
- Naval Fuels and Lubricants Working Party -
AC/112(NAVAL F&LWP);
- Army Fuels and Lubricants Working Party -
AC/112(ARMY F&LWP);
- Aviation Fuels and Lubricants Working Party
- AC/112(AVIATIONF&LWP).
- Petroleum Handling Equipment Working Group -
AC/112(PHEWG), which provides the focal point and
forum to review and improve the effectiveness of NATO
forces through standardization of the facilities,
equipment (including Tactical Fuels Handling Equipment
(TFHE)) and procedures for handling fuels and
lubricants products set out in NATO Standardization
Agreement (STANAG)1135.
1505. The Logistics Directorate of the NATO International
Staff (IS) provides staff support to the NPC and its Working
Groups/Parties.
