Chapter 15: Fuels, Oils, Lubricants and Petroleum Handling Equipment Civil Preparedness 1502. Civil preparedness in the area of fuel is the responsibility of the Petroleum Planning Committee (PPC) - AC/12 under the coordination and guidance of the Senior Civil Emergency Planning Committee (SCEPC) - AC/98. NATO staff support is provided by the Civil Emergency Planning Directorate (CEPD), of the International Staff (see Chapter 11).
