Chapter 11: Civil Emergency Planning
CEP in the PfP Framework
1127. In the context of the NATO policy on PfP, CEP activities
have developed into the largest non-military part of the overall
PfP programme. The CEP programme focuses on the development
of emergency planning structures and procedures under civil
and democratic control and on humanitarian and disaster
assistance arrangements as well as on civil-military cooperation.
The programme is carried out by conducting command post and
field exercises, workshops, seminars, training, meetings and team
visits. Emphasis is on practical cooperation and the promotion
of interoperability, regional cooperation and good neighbourly relations.
