Chapter 11: Civil Emergency Planning Aims of Civil Emergency Planning 1106. In support of the maintenance of a collective defence capability, the aims of national and NATO CEP are to: provide advice to the Alliance on all matters related to civil preparedness; support NATO's overall crisis prevention and management arrangements; co-operate with and support the military in peace, crisis and war; ensure the functioning of government in crisis and war; ensure an acceptable level of social and economic life in crisis and war; and support and protect the population in crisis and war.
