List of Specific Items subsumed
under Agreed Topics and Activities

The Annex is complementary to the Work Plan and contains a list of specific and detailed proposals of particular interest to one or several partners or Allies. These are an elaboration of some general topics and activities included in the Work Plan for attention by relevant fora.The Annex is not intended to be exhaustive or comprehensive.It is understood that these proposals will be carried out in harmony with the ongoing work in other fora, including in the CSCE.

Political and Security Related Matters

  1. Consultations on preserving regional stability and strengthening regional security, including in particular:

    • issues raised by the presence of foreign troops and military installations on the territory of other states, bearing in mind the principle of host state consent; and

    • issues arising from minorities and ethnic problems affecting regional security (Topic 01)

  2. Early consultations particularly on regional tensions with a potential to grow into crisis (Topics 01 and 03);

  3. Discussions focusing on problems of the Caucasian region (Activity 02).

Defence Planning Issues and Military Matters

  1. Consideration of reserve forces could include mix of active and reserve forces, force structures, training, categories, operational readiness and mobilisation (Topic 03);

  2. Education and training of civilians in military matters (Topic 06);

  3. Development of respective knowledge and skills of politicians and civil servants dealing with defence matters (Topic 06);

  4. Promotion of a broader understanding of defence issues by civilian officials (Topic 06);

  5. Training of civil and military experts from cooperation partner countries at the courses on environmental protection at the NATO School (SHAPE) (Activity 04);

  6. Regular consultation courses to be held in cooperation partner countries for military and civilian officials (Activity 09);

  7. Exchanges of instructors on the ecology courses between NATO School (SHAPE) and Military Higher Schools in cooperation partner countries (Activity 09);

  8. Officer exchanges between NATO and subordinate headquarters and individual cooperation partners military headquarters (Activity 10);

  9. Exchanges of groups of officers/inspectors of environmental protection (Activity 10).

Challenges of Modern Society (CCMS)

  1. Proposals for new pilot studies include:

    • treatment of naval base wastewater contaminated by oil products;

    • pollution prevention in carrying out military activities, with a focus on acquisition policy and lifecycle management;

    • European cooperation in communication and transport systems;

    • industrial, hydrotechnical, and similar threats facing countries of Central Eastern Europe and their international implications;

    • safety and protection of civil nuclear power stations with emphasis on plants situated in crisis spots and adjacent areas;

    • compatibility of concepts and criteria of environmentally safe activities of armed forces, as well as requirements for environmental safety of armaments, military equipment and sites;

    • environmental norms and standards for activities of militaryunits deployed in nuclear and other contaminated areas;

    • utility of development of computer information system for environmental monitoring;

    • elaboration of new ecological inspection methods for military sites affected by oil products;

    • use of military equipment for environmental monitoring and clean-up.(Activity 05)

Civil Emergency Planning - Humanitarian Assistance

  1. Conversion of military oriented civil defence units to civil population protection roles (Topic 02);

  2. Information on responses to cases of major nuclear reactor failures (Activity 01);

  3. Possibility of studying, under the auspices of SCEPC, the question of stockpiling of selected military and civil defence equipment which may be used in disaster relief (Activity 01);

  4. Training and preparation of civil emergency personnel to function in a decentralized environment (Activity 02).
