of the North Atlantic Cooperation Council


Synopsis

Participation of additional members of NACC - Working towards lasting order of peace in Europe - Commitment of new members to aims of cooperative relationship - Endorsement of Work Plan - CFE Treaty - HLWG - Extraordinary Conference on entry into force of CFE Treaty - Negotiations on CFE lA agreement - Kazakhstan becomes member of NACC - Next NACC meeting


  1. We, the Foreign Ministers and representatives of the member countries of the North Atlantic Alliance, consisting of Belgium, Canada, Denmark, France, Germany, Greece, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Turkey, the United Kingdom and the United States, and the Foreign Ministers and representatives of Armenia, Azerbaijan, Belarus, Bulgaria, the Czech and Slovak Federal Republic, Estonia, Hungary, Kyrgyzstan, Latvia, Lithuania, Moldova, Poland, Romania, Russia, Tajikistan (1) , Turkmenistan, Ukraine and Uzbekistan have gathered today in Brussels to welcome the inclusion of the additional states as partners in the North Atlantic Cooperation Council. We are determined to work together towards a new, lasting order of peace in Europe through dialogue, partnership, and cooperation.

  2. The new members commit themselves in full to the aims of our cooperative relationship and the means of its practical expression which were set out in the Statement on Dialogue, Partnership and Cooperation, issued at the inaugural meeting of the North Atlantic Cooperation Council on 20 December 1991.

  3. The Work Plan for Dialogue, Partnership and Cooperation which was elaborated by Ambassadors pursuant to the mandate provided in the Statement of 20 December 1991 and issued today provides an initial basis for the process of consultation and cooperation on security and related issues. All of us therefore endorse this Work Plan and are ready to participate fully in the activities undertaken by the North Atlantic Council and its subordinate bodies with cooperation partners.

  4. We are committed to early entry into force without renegotiation and full implementation as soon as possible of the CFE Treaty and fully endorse the efforts underway in the informal High Level Working Group to this end. We believe that the CFE Treaty will be an important milestone in the enhancement of stability and improvement of security in Europe and that, therefore, it will open the way to future arms control within the CSCE and to cooperative security in Europe. Ministers concerned expect to see the Treaty in force by the time of the Helsinki Summit in July. An important step towards achieving this result will be an Extraordinary Conference, to be held in connection with the next NACC meeting in Oslo, among all Parties, providing the basis for the entry into force.

  5. In the interest of further strengthening security and stability in Europe, we also support the determination of the participants in the CFE IA negotiations to reach, in connection with the entry into force of the CFE Treaty, an agreement to limit the personnel strength of their conventional armed forces in time for the Helsinki summit at the end of the CSCE meeting.

  6. Kazakhstan although not represented today has conveyed its wish to participate in the North Atlantic Cooperation Council on the basis of the Statement of 20 December 1991 and today's statement. It is hereby a member of the North Atlantic Cooperation Council.

  7. We look forward to the next meeting of the North Atlantic Cooperation Council in Oslo on 5 June 1992.
