Broadcasting Services
1. Guidelines for reservations
Although the master control centre will operate 24 hours a day, the reservation centre will be open 18 hours a day. When the reservation centre is closed, clients can contact the supervisor on duty at the master control centre.
The supply of services will be conditional on their availability and will be awarded on a "first come, first served" basis
All prices are in Canadian dollars. The reservation centre accepts payments by VISA and American Express, bank deposits and in Canadian and U.S. dollars.
All reservations must be received before Sept 2, 1999
A deposit equivalent to 100% of the cost of reservations is required before Sept 12, 1999. Invoices will be issued via fax once the reservation requests have been filed.
Upon confirmation by the host broadcaster of the availability of services, the reservation will only be considered firm after receipt of the deposit payment.
All bookings canceled on less than 72 hours notice will be billed at 50% of the price of the initial reservation. For cancellations on 72 hours notice or more, the full initial deposit will be refunded or credited to the account.
The prices do not include federal or provincial taxes, which will be added if applicable.
All times indicated are Eastern Standard Time.
Broadcast Standard
The International Radio and Television Broadcasting Centre is fully equipped with Betacam and Betacam SP, NTSC television equipment only. We will have one bookable transcoder to transcode from NTSC host signals to PAL should the broadcaster require this. Please note that there are no PAL transmission facilities.

2. Pricing of Broadcasting Services
TELEVISION EDITING BOOTHS
Rate: $1500.00 for the duration of the meetings.
Dimensions: 3 metres x 4 metres approx.
Each booth includes:
- Two 15A, 1.5 kW, 110V, 60 cycle circuits
- Two tables 240 x 60 cm
- One telephone line. Local calling only.
- Chairs and wastebasket
- Cable TV. Includes Host message channel.
Each TV Editing booth will receive a set of video and audio circuits including:
Video ( BNC connectors )
- Colour Bars
- Reference Black
- Three selective routing system outputs ( sources determined by the master control centre )
- One return feed to the master control centre
Audio ( XLR connectors )
- One 1k tone feed
- One drop frame timecode feed. Time of day.
- One french translation feed
- Three pairs of selective routing system outputs ( sources determined by the master control center
- One pair of return feeds to the master control centre.
The price does not include monitors. They will be available on request at a cost of $100.00 per day per unit.
Please note that additional units of working space ( size approx ) as above but not including the above mentioned broadcast circuits will be available at $500.00 per unit for the duration of the meetings for those broadcasters that require larger or combined working areas.
STANDUP CAMERA POSITIONS ( 2 )
Locations to be determined.
These positions will have a permanent link with the master control centre and will include:
- One video line from Standup position to Master control.
- Two audio circuits from Standup position to master control.
- Two Telephone lines with telephone sets ( long - distance with calling card )

The rental does not include the camera equipment, audio equipment, intercom or IFB equipment. There will be a qualified coordinator at this position to help with these live hits. Depending on the demand, the host broadcaster may supply a camera operator for an additional charge. |
TV 1 Edit Suite. A/B roll NTSC.
The rental includes the following:
- Three Betacam SP NTSC videotape recorders.
- Edit controller
- Video Switcher
- Audio mixer
- Video, audio monitoring and scope package
- Qualified videotape editor.
TV 2 Edit Suite. A/B roll PAL
The rental includes the following:
- Three Betacam SP PAL videotape recorders.
- Edit controller
- Video Switcher
- Audio mixer
- Video, audio monitoring and scope package
- Qualified videotape editor.
TV 3 Edit Suite. A/B roll PAL
The rental includes the following:
- Three Betacam SP PAL videotape recorders.
- Edit controller
- Video Switcher
- Audio mixer
- Video, audio monitoring and scope package
- Qualified videotape editor.
On request, the host broadcaster will offer a price for dedicated equipment requirements for individual television editing booths. ( see sections reserved for this purpose in the accompanying questionnaire ).
Please note that the host broadcaster is planning to provide one bookable NTSC to PAL transcoder that will be located in master control. This transcoder is intended for broadcasters who bring PAL editing equipment and who may require one host PAL signal to be patched into their workspace or into the bookable PAL edit suite.
Please note also that there has been no provision made for transmitting PAL signals outbound from master control.The transcoder is for internal use only.
Radio Editing Space

The Host Broadcaster will provide an unequipped working space that can be used for radio editing by visiting radio broadcasters. Please note that this space will have the host audio signals available but will not have any outbound phone or ISDN circuits.
On request, the host broadcaster will quote a rental price for dedicated audio equipment for visiting broadcasters ( see sections reserved for this purpose in the accompanying questionnaire).
VIDEO COPYING SERVICE

The host broadcaster will serve the clients only with NTSC equipment. All copying services must be ordered and paid for through the reservation centre.
The cost of copies does not include tape stock. Betacam or Betacam SP will be available.

AUDIO COPYING SERVICE
An audio cassette copying service will be located on site.
INTERNAL AUDIO AND VIDEO CIRCUITS ( VANDA ) WITHIN
THE INTERNATIONAL RADIO AND TV BROADCAST CENTRE
RATE: $500.00 per installation
The host broadcaster will supply a VANDA circuit ( one non - equalized video circuit and two audio circuits ) from the space allotted to the clients to any location in the International Radio and Television Broadcasting Centre and the surrounding areas ( up to a maximum of 150 metres ).
PORTABLE SATELLITE UPLINK / DOWNLINK ANTENNAS
VANDA circuits
RATE: $1000.00 per installation
To install a VANDA circuit ( including one video and two audio circuits ) between the master control in the International Radio and Television Broadcasting Centre and a transportable satellite antenna supplied by the client, the host broadcaster will bill $1000.00 ( up to a maximum of 300 metres ).
The cost of power for transportable satellite uplinks will be evaluated case by case, depending on the load requested.
Please note that the host broadcaster has not conducted satellite visibility tests and can provide no guarantee in this regard.
Transmission Services
Beyond the limits of the International Radio and Television Broadcasting Centre, the responsibility of obtaining transmission and coordination services is that of the international broadcasters.
The host broadcaster makes its signals available to the International Radio and Television Broadcasting Centre. Any international broadcasters wishing to establish a permanent radio or television link must do so from the space allotted to them in the Centre and must specifically request this.
The rate for the internal VANDA circuits will apply for the installation of a circuit between the broadcasters space in the International Radio and Television Broadcasting Centre and the onsite demarcation point of the local Bell Canada carrier.
A copy of any order for transmission services must be sent to the host broadcaster so that service orders can be matched.
Other Equipment
For any other equipment ( ie: ENG camera crews ), the rental rates will be provided on request.

For telephone lines in the individual editing booths, you can contact Bell Canada directly to have the restriction on long distance calls removed.
