Small arms, big impact: Disarmament – an endless road? Why is it so difficult to engage in successful disarmament?

Small arms are the most deadly weapons in the world. Armed violence kills over 700,000 people a year. There are clear links between levels of development and armed violence. NATO Review will be asking questions such as:

Do disarmament initiatives, such as Obama’s vision of nuclear zero, help in disarmament initiatives for smaller weapons?

Is there a new feeling that more needs to be done?

And how important are initiatives dealing with SALW? And specific weapons such as cluster bombs and mines?
