Desmond Bowen joined the British Ministry of Defence as a civil servant in 1973, after university and a spell in the Army. He did a range of policy jobs in the MOD and served overseas on secondment to the Foreign and Commonwealth Office and on exchange with the Canadian public service.
In the 1980s, he was private secretary to the Permanent Secretary of the MOD and later became Defence counsellor in the British CFE delegation in Vienna. On return to the MOD, he headed the overseas defence policy Secretariat until 1995. He was then appointed Director General in the Defence Export Services Organisation. After the fellowship at Harvard in 1997, he became the Assistant Under-Secretary of State (Service Personnel Policy) in 1998. He was appointed to head Lord Robertson's Private Office at NATO in October 1999.
Desmond Bowen is married and has two children.
