Edgar Buckley was appointed NATO Assistant Secretary General for Defence Planning and Operations in September 1999. Before that he was Assistant Under Secretary of State (Home and Overseas) in the Ministry of Defence in London, responsible for policy advice on UK military operations and UK defence relations with countries outside Europe and North America. He was appointed to that position in August 1996. Before that he spent four years as Defence Counsellor, UK Delegation to NATO/WEU.
In previous appointments, Edgar Buckley was Head of the Defence Arms Control Unit from 1991 to 1992; Head of Resources and Programmes (Navy) from 1985 to 1989; Assistant Director, Nuclear Policy from 1984 to 1985; Assistant Director, Strategic Systems/Trident Finance from 1980 to 1984; Principal, Civilian Management (Specialists) from 1978 to 1980; and Private Secretary, Vice Chief of the Air Staff from 1976 to 1978. He attended the Royal College of Defence Studies in 1990 and conducted an Efficiency Study on Defence Equipment Decision-Making and a Reorganisation Study on the Defence Policy Staff in 1991.
Before joining the Ministry of Defence, Edgar Buckley worked for a short period as a teacher in London.
Edgar Buckley was born and educated in London. He has a BA(Hons) and a Ph.D from London University. He is married to Jacqueline (Jackie) and has five children.
