EADRCC ''Digital exercise and seminar on civil-military cooperation in health disaster response''
The Euro Atlantic Disaster Response Coordination Centre (EADRCC), with support from the Joint Health Agriculture and Food Group (JHAFG) and the Civil Protection Group (CPG) has jointly organized with Romania the “Digital exercise and seminar on civil-military cooperation in health disaster response”. The event was held from 4 to 7 July 2016 in Targu Mures, Romania.
The event is included in the CEP Crisis Management Training and Exercise Activities for 2016 and was organized in EAPC format open to Mediterranean Dialogue, Istanbul Cooperation Initiative and Partners across the Globe.
Following the announcement of the event, a core planning team was established on 15 January 2016, with representatives from Austria, Czech Republic, Greece, Norway, Romania, Turkey and US, as well as from the Military Medical Centre of Excellence (MILMED COE), NATO International Military Staff (IMS) and NATO International Staff (IS). The core planning team had two meetings at the NESC in Targu Mures – Romania, on 15-17 February and 18-19 May 2016, and several videoconferences in between with the aim to produce the exercise instructions, to develop the scenario for the exercise and to prepare the seminar.
The event consisted of two parts: a command post Virtual Reality Exercise and a Seminar.
The Virtual Reality Exercise was focused on identifying the challenges that arise while scaling up a national system to provide a timely and proportionate international civil – military effort to respond to mass casualties and mass evacuation emergencies. The exercise was a pilot event that included Virtual Reality simulation technology made available by Romania at its National Emergency Simulation Centre (NESC) in Targu Mures.
The Seminar that was centered on best practices, lessons identified and key capabilities in enhancing resilience with a focus on civil - military cooperation in Health Disaster Response.
Over 150 participants from 17 countries participated to this pilot event.
