NATO conducts its Annual Crisis Management Exercise (CMX)

  1. The North Atlantic Council (NAC) is preparing to rehearse Alliance and partner consultation and decision making procedures against the backdrop of a fictitious crisis.
  2. CMX 2016 is a NATO exercise in which the Alliance will rehearse and test its consultation and decision making procedures at the strategic political-military level. It will involve civilian and military staffs in Allied capitals, including in relevant Ministries, at NATO Headquarters and in both Strategic Commands. As with previous CMX exercises, CMX 2016 involves no deployed forces.
  3. In line with the Wales Summit Declaration, CMX 2016 will use a fictitious but realistic ARTICLE 4 and ARTICLE 5 crisis scenario focused on collective defence with challenges posed by hybrid warfare threats, where a wide range of overt and covert military, paramilitary, and civilian measures are employed in a highly integrated design. This will include practicing comprehensive responses to a complex civil-military scenario.
  4. The European Union will be involved as an observer in the exercise and will be providing active contributions and interactions. As with previous exercises, CMX 2016 will include partner participation. Finland and Sweden will participate, as partners, alongside Allies in the exercise.
  5. CMX 2016 will take place between 9 and 16 March 2016. This is the Alliance’s 20th Crisis Management Exercise (CMX) since 1992.
