NATO Summit

1. Access

1. A Media Reception and Accreditation Centre is established within the perimeter of NATO, accessible through the entry point of the NATO Staff Centre, Avenue du Bourget, 250 metres east of the NATO main site entrance. Media representatives wishing to cover the arrival of Alliance leaders must report to the Reception Centre between 06:00 and 08:00(new timing). Those arriving after that time may be delayed by restricted movement on Boulevard Leopold III between 08:00 and 09:30 hours. From the Airport, it is advisable to come through Chaussée de Haecht Steenweg and turn left in Avenue Bordet Straat. Media representatives are invited to follow instructions given by Belgian police.

2. Parking

1. Media representatives holders of a permanent NATO press card will be allowed to park their vehicles on "Parking L" at the NATO Staff Centre on a first-come, first-served basis before 08:00 or after 09:30.
2. Media representatives not in possession of a permanent NATO press card will be allowed to park their vehicles in the “Quartier Roi Albert 1er”, Rue de la Fusée Racketstraat, (opposite of NATO HQ Main entrance)

   A shuttle bus service will operate between "Parking “Quartier Roi Albert 1er” and the Staff Centre entrance.

3. Outside broadcasting (O.B.) vans for uplink satellite transmissions will park on "Parking H", next to television editing offices. They should enter before 23:30 houres on Monday, 21 February.

3. Accreditation and security check

1. Media representatives holders of a permanent NATO press card will not need to apply for accreditation, but will be asked to go through the security check on arrival.
2. Media representatives not in possession of a permanent NATO press card will be admitted to the media area on presentation of individual NATO press passes.
3. The Media Accreditation Office will be located on Parking lot PE, next to the Staff Centre entrance.

   Opening hours of the Media Accreditation Office:
   Monday, 21 February 09:30 – 22:00 hours
   Tuesday, 22 February 06:30 – 14:30 hours

   Applications for accreditation can only be made electronically on-line, by clicking on the following link : https://my.hq.nato.int/jas

   In order to complete your accreditation request, you will need to provide a digital picture. Only a 3,5 x 4,5 cm passport-size photograph in JPEG format will be accepted. Every applicant has to create a user name and password.

   Applications for accreditation should submitted to NATO before 24:00 hours GMT, Thursday, 17 February 2005 ( TONIGHT REPEAT TONIGHT).

   APPLICATIONS RECEIVED AFTER TONIGHT WILL NOT BE PROCESSED .

   Press passes will be available for collection at the Media Accreditation Office from 09:30 hours on Monday, 21 February.

4. Press passes to be worn visibly will not be mailed to applicants. They may be collected personally at the the Media Accreditation Office on presentation of an I.D. card or passport and a valid press card (or letter of accreditation from a recognized media organisation) which should be presented at any time upon request of security personnel.

5. Security check
   1. All visiting media representatives should take note that security personnel at NATO Headquarters will examine and may test equipment carried onto the site. To avoid delays, media representatives are invited to arrive in good time to clear the security checks.
   2. Television and radio networks or wire services that have cumbersome or bulky equipment are strongly advised to move as much of it as possible into the Media area before 12:00 hours on Monday, 21 February, to shorten check-in times.

NATO reserves the right to withdraw accreditation.

4. Media opportunities and pools

1. Seven events are foreseen at this stage

   From 08:15 onwards	Arrivals;
   09:30	NATO - Ukraine Commission (NUC) at Summit level;
   10:35	NATO Secretary general / Ukraine President joint news conference;
   11:00	Opening session of the North Atlantic Council at Summit level
   11:50	Official group photograph
   12:15	Working luncheon (no media coverage)
   14:15	NATO Secretary General / United States President joint news conference

   All timings are subject to change

2. Arrivals: Access to the area next to the site entrance from which arrivals and departures can be observed and filmed is open to holders of the general accreditation pass on a first-come, first-served basis. Other areas where visual media can film the arrivals are accessible on presentation of the appropriate pool cards.
   
3. Opening of the session of the NUC: For security and space reasons, the number of visual media personnel having access to the opening of the NUC session is very limited. Access to the Council chamber for covering the opening ot the session of the NUC requires a special pool card which will be allocated on an equitable basis by the NATO Press and Media Section (NPMS) and distributed by Delegations on Monday, 21 February.
   
4. It will not be possible to cover both the arrivals and the opening of the session of the NUC.
   
5. Opening of the session of the North Atlantic Council at Summit level: Same as for the NATO – Ukraine Summit.
   
6. Official Portrait: Again, for security and space reasons, the number of visual media personnel having access to area where the official portrait will take place is limited. A special pool card, allocated on an equitable basis by NPMS and distributed by Delegations on Monday, 21 February, will be required.
   
7. News conferences: The Joseph Luns Press Theatre (JLPT) where the Secretary General will give his joint news conferences - with the President of Ukraine and the President of the United States (which may be followed by news conferences given by Heads of State and Government) - has a limited number of seats and camera positions. Seats and camera positions will be allocated by NPMS on an equitable basis. Seats and camera positions not occupied 10 minutes before the scheduled start of the two scheduled main news conferences will be allocated to other media representatives.

Due to space limitation, it will not be possible to accommodate all requests.

5. National press briefings

The schedule of national press briefings will be available on 22 February on the closed-circuit television network (CCTV).

6. Television and radio

1. Bookings for NATO television and radio studios should be addressed before close of business on Friday, 18 February, to:

2. Audio and video tapes: Audio K7 tapes of all events in the JLPT will be available.

   Betacam SP video copies of events covered by NATO cameramen will be availabe in exchange for blank tapes.
   

3. Closed-circuit televison (CCTV): All events taking place in the JLPT will be covered and broadcast live by CCTV to the Media Centre
