NATO Civil Organisation Records
1949 - April 1952
During the first two years the structure of the NATO Civil Organisation was subject
to several important changes, inter alia, the composition of the Council
was modified; Council Deputies were established; the Military Production
and Supply Board (MPSB) and the Defence Financial and Economic Committee
(DFEC) were reorganised to become respectively the Defence production Board
(DPB) and the Financial and Economic Board (FEB); the Temporary Council
Committee (TCC) and the North Atlantic Community Committee (AC/10) prepared
the ground for future orientations; last, the Reorganisation of NATO approved
at the Council Ministerial meeting held in Lisbon in February 1952.
After this initial period, the structure of the Civil Organisation,
became remarkably stable as from May 1952 and was only subject to adaptations.
- NORTH ATLANTIC COUNCIL (C-)
(1949-1952) [ca.340 records]
- The North Atlantic Council (NAC) held nine sessions during this period
(C1 to C9). The document reference system used for the first 4 sessions
was not clearly established; it was regularised as from the 5th session.
- COUNCIL DEPUTIES (D-)
(May 1950-April 1952) [ca. 1000 records]
Established by the Council at its 4th Session, in London, 18th May 1950. Disappeared at the end of April 1952 and their powers transferred to the Permanent Council.
In 1950 they met 44 times and issued 219 documents. In 1951 they held 90 meetings and produced 315 documents. In 1952 they met 27 times and produced 101 documents.
The Secretariat of the NACD (North Atlantic Council Deputies) produced 121 notices.
The NAC/NACD secretariat assigned and numbered 40 documents under the
general title of Miscellaneous , [MISC].
- TEMPORARY COUNCIL COMMITTEE (TCC-)
(1951-1952) [ca. 500 records]
Established at Ministerial level. Terms of reference laid down by the Council at its 7th Session, in Ottawa, September 1951. Report presented at the 9th Session of the Council in Lisbon, February 1952. The detailed work was delegated to the Executive Bureau [EB], the Screening and Costing Staff [SCS], the Economic Analysis Staff [EAS], The EB also examined the possible German contribution to the Defence of Europe [G] series.
- ATLANTIC COMMUNITY COMMITTEE (AC/10-)
(1951-1952) [ca. 30 records]
- Established at Ministerial level . Terms of reference laid down by the Council at its 7th Session in Ottawa, September 1951, to consider the further strengthening of the North Atlantic Community and especially the implementation of Article 2 of the Treaty.
- DEFENCE FINANCIAL AND ECONOMIC COMMITTEE [DFEC / FEC]
(November 1949-May 1951) [ca. 120 records]
- Established at Ministerial level (Finance Ministers) at 2nd Session
of the Council, November 1949. Its terms of reference included a provision
for a Permanent Working Staff in London [PWS] to carry
on the day-to-day work of the Committee. Disappeared as a result of
the modification of NATO structure , in May 1951. The functions and
responsibilities of the DFEC were transferred to the Financial and Economic
- MILITARY PRODUCTION AND SUPPLY BOARD [MPSB]
(November 1949-January 1951) [ca. 680 records]
- Established by the Council at its 2nd session, approving the Defence Committee's Directive to the MPSB, setting out terms of reference, November 1949. Its day-today work was carried out by a Permanent Working Staff [PWS] based in London.
Dissolved by the Defence Committee, January 1951. The functions of the MPSB were transferred to the Defence production Board (DPB)
- WORKING GROUP ON PRODUCTION AND FINANCE [WGPF]
(September 1950-December 1950) [ca.70 records]
- Composed of seven Deputies. Activities leading to recommendation on the establishment of the Defence Production Board (DPB), the Economic and Financial Working Group (GTEF) and the Advisory Group on Raw Material
- WORKING GROUP ON HIGH PRIORITY PRODUCTION PROGRAMME [WGHP]
(September-November 1950) [ca. 13 records]
Established by Council Deputies' Resolution D-D/58(Final) recommending action on High Priority Production programme.
- DEFENCE PRODUCTION BOARD [DPB]
(January 1951-April 1952) [ca. 1050 records]
- Terms of reference approved by the Defence Committee at meeting held on 18th December 1950, at Brussels, prior to the 6th Session of the Council (D-D/168 and D-D/205)
- NATO ECONOMIC AND FINANCIAL WORKING GROUP [GTEF]
- NATO ECONOMIC AND FINANCIAL WORKING GROUP IN PARIS [FE(P)]
(October 1950-April 1951) [ca. 50 records]
- The GTEF was established in 1950 in London by Council Deputies (D-D/162(Final)).
The GTEF moved from London to Paris in 1951 to work more closely with
OEEC. Its main object was to study the methods of ensuring an equitable
distribution of the defence burden in cooperation with OEEC. Dissolved
by Council Deputy Resolution setting out terms of reference of the FEB,
to which the functions and responsibilities were transferred.

- ADVISORY GROUP ON RAW MATERIAL PROBLEMS
(December 1950-April 1951) [No records can be traced]
- Established by Council Deputies (D-D/207). Dissolved by Council Deputy Resolution setting out terms of reference of the FEB, to which the functions and responsibilities were transferred.
- FINANCIAL AND ECONOMIC BOARD [FEB]
(May 1951-April 1952) [ca. 285 records]
- Absorbed the functions and responsibilities of the Permanent Working Staff of DFEC, the Economic and Financial Working Group in Paris, the Advisory Group on Raw Material (D-D(51)121)

- WORKING GROUP ON THE MILITARY STATUS [MS]
(February 1951-July 1952) [ca. 105 records]
- Established to develop an agreement which would govern all the armed forces of the Alliance. Its mission soon expanded to cover the status of civilians employed by NATO as well. It elaborated the Agreement between the parties of the NAT regarding the status of their forces (also known as Status of Force Agreement or London Agreement), the Agreement on the status of the NATO, National Representatives and International Staff (also known as Civil Status Agreement or OTTAWA Agreement) and the Protocol on the Status of International Military Headquarters set up pursuant to the NAT (also known as Status of Military Headquarters or Paris Protocol)
It created two Sub-Groups:
