The Reserve Affairs Advisor (RAA) is the SHAPE Command Group liaison officer to the Confédération Interalliée des Officiers de Réserve ( CIOR).

  • The RAA’s mission is to further the goals set forth in MC 248/1 (Revised) dated 27 March 1988. This document defines the relationship between CIOR and NATO.SACEUR General Bernard Rogers established the RAA post in 1983 in support of MC 248/1.The RAA position is to be held by a reserve officer and rotates between the NATO countries on a voluntary basis.

The RAA provides a critical link between the international reservist community and the operational headquarters of its most important stakeholder, NATO. The RAA provides CIOR members, through the CIOR Executive Committee, with information and advice in accordance with SACEUR’s policies for the 21 st Century.

The RAA ...

  1. Enhances reservists’ awareness and support of ACO.
  2. Improves public understanding on ACO’s operational need for and use of reservists.
  3. Improves the knowledge of civilian and active duty military personnel within SHAPE, and its subordinated headquarters, about the role of the reservists in the common NATO defence.
  4. Coordinates and shares all information regarding ACO Reserve issues including deployment to contingencies and exercises.

The Confédération Interalliée des Officiers de Réserve (CIOR)

CIOR was established in 1948 and consists of national associations in NATO-, PfP- and other invited countries with altogether around 1.000.000 reserve officers. CIOMR is its sister organization for medical reservist officers.

The RAA is also the SHAPE liaison officer to the National Reserve Forces Committee (NRFC).

  • In the NRFC, all NATO MODs/DODs and Australia (sponsored by the United Kingdom) are represented at a two-star level.

The RAA publishes a quarterly newsletter, the "RAA Info", which is distributed internally at SHAPE and externally to key reserve personnel in the Alliance. It has a circulation of about 2000 hard copies and is also available on the Internet.
